A few months later, in 1869, there were 64 radical representatives from the South, 20 senators and 44 members of the House of Representatives. In 1877 this number had dwindled to two senators and four representatives. The difference between these figures measures in some degree the extent of the undoing of reconstruction within the period of Grant's Administration.

Congressional Plan of Reconstruction%. As soon as the two houses were organized, the President and his work were ignored, the senators and representatives from the eleven states that had seceded were refused seats in Congress, and a series of acts were passed to protect the freedmen. This was vetoed; but Congress passed the bill over the veto.

He wrote that while there were doubtless many members of the Illinois legislature who during the great contracts of the war time and the demoralizing reconstruction days that followed, had never accepted a bribe, he wished to bear testimony that he personally had known but this one man who had never been offered a bribe because bad men were instinctively afraid of him.

Failing this, a fire seems the only thing for them, and their removal to the cheaper custody of a combustible or slow-burning warehouse the best recourse. Desperate people, aging husbands and wives, who have attempted the reconstruction of their homes with these "Portions and parcels of the dreadful past"

During the Consulate and First Empire, the Emperor's will, so sternly imposed, retarded any movement of natural reconstruction. Outside the military organization, things were stiff and starched and solemn. High and low were situated in circumstances that were different and strange.

To this end it is indispensable that one great evil, which was inherent in the reconstruction measures and is still persisted in, shall be eliminated. The party allegiance of the negro was bid for by the temptation of office and position for which he was in no sense fit. No permanent, righteous adjustment of relations can come till this policy is wholly abandoned.

Constructed without plan or method and insufficiently cared for, these lines are all in poor condition and badly in need of repair or reconstruction. The charges are high and the service poor. The government also has a wireless telegraph station at Santo Domingo City and another at Macoris. The French Submarine Telegraph Co. affords Santo Domingo cable connection with the rest of the world.

We stand in the presence of a revolution, not a bloody revolution; America is not given to the spilling of blood, but a silent revolution, whereby America will insist upon recovering in practice those ideals which she has always professed, upon securing a government devoted to the general interest and not to special interests. We are upon the eve of a great reconstruction.

They would necessarily hold from the imperial government, which, though it might exercise a large part of its functions through them, would remain, as now, the supreme central government, from which all governmental powers emanate, as our President is apparently attempting, in his reconstruction policy, to make the government of the United States.

We hear the blessed word "reconstruction" on every side, but the only official propositions for the permanent establishment of agricultural prosperity that I have heard are utterly inadequate.
