In the years immediately succeeding the Revolution there was put forth the first effective effort toward racial organization, this being represented by the work of such men as Richard Allen and Prince Hall; but, in spite of a new racial consciousness, the great mass of the Negro people remained in much the same situation as before, the increase in numbers incident to the invention of the cotton-gin only intensifying the ultimate problem.

Whatever they may say and decide will be heard not only at home, but also throughout Europe and overseas.... The programme of our nation is founded on its history and racial unity, on its modern political life and rights.

Racial antipathy seems to depend in the degree of its strength upon the degree of physical disparity between given races. In the so-called Latin races of to-day, prejudice against black people is certainly weaker than in the blond races of Northern Europe. Is this aversion a matter of absolute instinct or is it an acquired social characteristic and as such liable to change?

Let the "Cambridge Modern History" tell the tale of before and after Home Rule in the Dominion: "Provincial jealousies have dwindled to vanishing point; racial antipathies no longer imperil the prosperity of the Dominion; religious animosities have lost their mischievous power in a new atmosphere of common justice and toleration.

Secure in the knowledge of evolutionary processes, we have learned to talk glibly of the obligations of race progress and of the possibility of racial degeneration. In this respect certainly we have a wider outlook than that possessed by our fathers, who so valiantly grappled with chattel slavery and secured its overthrow.

From the point of view of the white race and from the point of view of the negro race such racial intermixture, outside of the bounds of law, may be for many reasons undesirable.

The whole problem of race and racial values was put to the test of the science of anthropology and of mathematics. The fuse would be set before daylight. The charge must be made in darkness with hundreds of great guns flaming, shrieking, shaking the earth. The negro could not be trusted to lead in this work.
