On the 27th, after calling upon some descendants of Gerhard Tersteegen, our Friends proceeded through Düsseldorf to Cologne. They were disappointed of finding in the neighborhood of this city, that company of religious people on whose account they had felt much interested, and of whom they had heard that "they held principles like the Quakers, and were as obstinate in them as they are."
The Quakers were frightened, incensed, and perplexed. Their preachers went about the streets urging upon the people the doctrine of non-resistance, and picturing the horrors of warfare. The Assembly debated and debated, but invariably came to the conclusion that they must withstand the Governor to the last upon the question of taxation.
On the meeting-house green stood those Puritanical instruments of punishment, the stocks, whipping-post, pillory, and cage; and on lecture days the stocks and pillory were often occupied by wicked or careless colonists, or those everlasting pillory-replenishers, the Quakers.
