And although I have had some experience what their groundless anger can do, when they some years since proclaimed me in their publick Hall their Enemy, for acting the College Interest, and of late for saving my Patients lives and purses, by dispencing gratis my Medicines.

They are resolved, my lords, that the nation, which nothing can make wise, shall, while they are at its head, at least be merry; and since publick happiness is the end of government, they seem to imagine that they shall deserve applause by an expedient, which will enable every man to lay his cares asleep, to drown sorrow, and lose in the delights of drunkenness both the publick miseries and his own.

Those who shall be inclined to reject the petition, may, perhaps, act with no less regard to the merchants, and may promote their interest and their security with no less ardour than those who most solicitously labour for its reception: for, if they are not allowed to be heard, it is only because the publick interest requires expedition, and because every delay of our preparations is an injury to trade.

I am told, that a Gentleman in Northamptonshire has dried Malt upon the Leads of a House, and has made very good Drink of it: And the Method of drying Malt by hot Air, which was once proposed to the Publick, will do very well for a small quantity, but 'tis much too tedious to be ever rendered profitable; however, any means that can be used to dry Malt without parching of it, will certainly contribute to the goodness of the Malt.

When two armies, modelled according to these different schemes, enter the field, what event can be expected? Either five thousand men, with a double number of officers, must be equal to ten thousand, differently regulated, or the publick has paid more for assistance of the officers than its real value, and has chosen, of two methods equally expensive, that which is least efficacious.

I am not persuading your lordships to lay restraints upon virtue and prudence, but to consider how seldom virtue and authority are found together, how often prudence degenerates into selfishness, and all generous regard for the publick is contracted into narrow views of private interest.
