The documents from the Department of State which relate to this subject will give a view also of the propositions for an armistice which have been received here, one of them from the authorities at Halifax and in Canada, the other from the British Government itself through Admiral Warren, and of the grounds on which neither of them could be accepted.

Its superiority in reference to present well-being rests upon two principles, of as universal truth and applicability as any general propositions which can be laid down respecting human affairs. The first is, that the rights and interests of every or any person are only secure from being disregarded when the person interested is himself able, and habitually disposed to stand up for them.

M. Favre said that the Government was 'disappearing. M. Favre proposed that the Government should give up its power to the Mayors. The Mayors refused. The discussion was very violent. Several propositions, one more absurd than another, were brought forward by some of the members of the Government. They were not discussed. As usual, the meeting broke up without any result."

Franklin, and his position with the Ministry, induced him to undertake a mediation between them; in which his sister seemed to have been associated. They carried from one to the other, backwards and forwards, the several propositions and answers which passed, and seconded with their own intercessions, the importance of mutual sacrifices, to preserve the peace and connection of the two countries.

The first result of analysis, when applied to propositions whose grammatical subject is "the so-and-so," is to substitute a variable as subject; i.e. we obtain a proposition of the form: "There is something which alone is so-and-so, and that something is such-and-such."

A defect in his education, perhaps, in part, a natural defect, left him without any true logical culture, so that he seems, in his productions and conduct, not to discern the sequences of statements, the coherence of propositions, nor the consistency of actions, thereby entangling him in expressions and declarations that have the aspect of untruthfulness his language often actually bearing that character, without his discerning it.

In organized beings, indeed, there are abundance of propositions ascertained to be universally true of superior genera, to many of which the discovery hereafter of any exceptions must be regarded as extremely improbable. But these, as already observed, are, we have every reason to believe, properties dependent on causation.

Let the propositions be brought before the House, one by one, and argued from the evidence, and it would then be seen that they were such as no one, who was not deaf to the language of reason, could deny. Let them be once entered upon the journals of that House, and it was almost impossible they should fail.

War stands, or seems to stand, upon the same double basis of necessity; a primary necessity that belongs to our human degradations, a secondary one that towers by means of its moral relations into the region of our impassioned exaltations. The two propositions on which I take my stand are these.

That no new law, officer, or executioner of law or office, shall have any power over them, without their own choice and consent. 'These be our propositions or conditions of peace; and upon these terms, said they, 'we will submit to your King.
