The arguments against the use of liquor are the basis of the arguments in favour of prohibition. Because liquor is harmful the saloon is intolerable. I venture to set forth the fundamental propositions upon which the arguments for prohibition rested. First: God never made a human being who, in a normal state, needed alcohol.

A large portion of what he is accustomed to see presents itself to him in the character of boundary and prohibition; on every hand there is something to warn him what he must not do. There are high walls, and gates, and fences, and brinks of torrents and precipices; in short, an order of things on all sides signifying to him, with more or less of menace, Thus far and no further.

In that letter the sultan proposed three things: the establishment of a friendly intercourse between the two nations by means of a consul, who was to reside at the seaport of Raka; the delivery of certain presents described, at the port of Fundah, supposed to be somewhere near Whidah, and the prohibition of the exportation of slaves, by any of the Houssa merchants, to Atagher, Dahomy, or Ashantee.

"Read, monsieur," said the officer, with a courtesy that was not free from sadness. D'Artagnan, full of mistrust, unfolded the paper, and read these words: "Prohibition to M. d'Artagnan to assemble any council whatever, or to deliberate in any way before Belle-Isle be surrendered and the prisoners shot. Signed LOUIS."

"Lord, Sir," cried Mrs Belfield, somewhat surprised at this unexpected prohibition, "I don't care for my part if I never mention the old gentleman's name again! I never heard any good of him in my life, for they say he's as proud as Lucifer, and nobody knows what it's of, for they say " "They say?" cried he, firing with rage, "and who are they? be so good as inform me that?"

Justice in a new country is administered with promptitude and vigour, or else not administered at all. Where an officer of the Mounted Police-Soldiery has all the powers of a magistrate, the law's delay and the insolence of office have little space in which to work. One of the commonest slips of virtue in the Canadian West was selling whisky contrary to the law of prohibition which prevailed.

Tobacco is a royal monopoly, and the duty is so high, that it amounts almost to a prohibition, and consequently affords great temptation to smuggling. They have ice at their command here in abundance, which is a great luxury for a hot climate. They bring it down from the mountains, and use it very commonly in lemonade, creams, and for many other purposes.

But, when Irish men and women come to this country, where there is no prohibition of their having Catholic schools, and having their children educated in them, it is, as I have said, a rash defiance of the ordinary laws of God's Providence, to neglect the daily and systematic training of the intellects of their children in conformity with Catholic discipline.

The second will say "Well down where I come from there's men who never took a drink before prohibition who get drunk all the time now." The third will say "Well, I tell you, men the saloon had to go."

And so may it be well and prosperous for the Commonwealth." But Antonius was again on his feet; and at his side stood Quintus Cassius. "Lucius Lentulus," he thundered, "I forbid the division. Veto!" "Veto!" shouted Cassius. Domitius, too, had risen. "Conscript Fathers, let the consuls remonstrate with the tribunes to withdraw their prohibition.
