These principles give meaning to all that we do. In foreign policy, they mean that we can never be tolerant of oppression or tyranny. They mean that we must throw our weight on the side of greater freedom and a better life for all peoples. These principles confirm us in carrying out the specific programs for peace which we have already begun.

One official said many of the people who are cheating the system were "very confident that nothing was going to happen to them." Well, something is going to happen. Not only the taxpayers are defrauded; the people with real dependency on these programs are deprived of what they need, because available resources are going not to the needy, but to the greedy.

But we cannot win the race to the future shackled to a system that can't even pass a Federal budget. We cannot win that race held back by horse-and-buggy programs that waste tax dollars and squander human potential. We cannot win that race if we're swamped in a sea of red ink. Now, Mr. Speaker, you know, I know, and the American people know the Federal budget system is broken. It doesn't work.

Growth of our major health care programs, Medicare and Medicaid, will be slowed, but protections for the elderly and needy will be preserved. Second, we must not relax our efforts to restore military strength just as we near our goal of a fully equipped, trained, and ready professional corps.

In the light of this responsibility, certain general purposes and certain concrete measures are plainly indicated now. There is urgent need for greater effectiveness in our programs, both public and private, offering safeguards against the privations that too often come with unemployment, old age, illness, and accident.

A quarter century ago the Congress decided that it could no longer consider the financial programs of the various departments on a piecemeal basis. Instead it has called on the President to present a comprehensive Executive Budget. The Congress has shown its satisfaction with that method by extending the budget system and tightening its controls.

Many on life extension programs experience a reverse aging process for awhile. However, after the full benefit of the supplementation has worked itself through their body chemistry, they again begin to experience the aging process. I believe the process will then be slowed by their vitamins compared to what it would have been without supplements. But I can't prove it.

We shall present these together with our reply as they appeared on the Sunday Programs of the Independent Religious Society. Criticism is welcome. If the criticism is just, it prevents us from making the same mistake twice; if it is unjust, it gives us an opportunity to correct the error our critic has fallen into. No one's knowledge is perfect.

Many of the clubs are entirely selfgoverning and they also arrange their own programs. The librarian who is the club leader is present as a member, but takes no active part in the entertainment of the club unless invited to do so. And now just for a moment let us consider the kind of literature we are trying to interest the youngsters in.

These figures will be affected by the date the legislation is enacted and by the time needed for getting a program under way. New programs, such as that for a national research agency, will require larger amounts in later years. The estimates exclude major elements of the proposed national health program since the greater part of these will be covered by expenditures from trust funds.
