The assurances from Europe, cabled daily to the Chinese press, that the Allies are fighting for liberty, for justice, for civilization, for the protection of small nations, mean nothing to the Chinese. Such professions leave them cold. With seventy-nine per cent. of her territory under foreign control, China can hardly believe in the disinterested motives of the fighting nations.

That punishment, however, was to be inflicted at a later period, by other hands, and not until he had added treason to his country and a shameless recantation of all his violent professions in favor of civil and religious liberty to the list of his crimes.
