All treaties with the United States are annulled; thirty days are given to American ships to leave Spanish ports, and the rules Spain will observe during the war are outlined in five clauses, covering neutral flags and goods contraband of war; what will be considered a blockade; the right of search, and what constitutes contraband of war, ending with saying that foreign privateers will be regarded as pirates.

The first exploits of these privateers were the invasion of Brazil and the sacking of San Salvador, of Lima and Callao . Puerto Rico was just beginning to recover from the prostration in which the last invasion had left it, when on the morning of the 24th of September, 1625, the guard on San Felipe del Morro announced 8 ships to windward of the port.

An expedition was accordingly planned by Captain Jumper for that purpose. It was likely, however, to be a dangerous one, as the boats could not get in without passing under the fire of the fort, while the privateers themselves were likely to be prepared with springs on their cables, and guns ready to receive their assailants.

The contest with France, Queen Anne's war, as it was called, resulted in the general destruction of the French power at sea; and after the battle of Malaga, we hear no more of their great fleets. The number of their privateers, however, was very much increased, in consequence of which Parliament was urged on by the mercantile interest to put them down.

He had been to sea from a boy, and had seen all kinds of service, and been in every kind of vessel: merchantmen, men-of-war, privateers, and slavers; and from what I could gather from his accounts of himself, and from what he once told me, in confidence, after we had become better acquainted, he had even been in worse business than slave-trading.

Simonds a few weeks afterwards carried a portion of the goods to Windsor in the schooner "Polly" and disposed of them as well as he could. The next year was a decidedly uncomfortable one for the people living at Portland Point. In the month of May two privateers entered the harbor, remaining more than a week.

Midshipmen, warrant officers in the Navy, masters of merchant vessels and commanders of privateers, shall be exchanged for officers of equal rank, or three privates or common seamen; Second Captains, Lieutenants or mates of merchant vessels or privateers, and all petty officers in the Navy, and all noncommissioned officers in the Army or marines, shall be severally exchanged for persons of equal rank, or for two privates or common seamen; and private soldiers or common seamen shall be exchanged for each other man for man.

It might be, too, that the captain has suspected the truth, knowing that the privateers had a rendezvous somewhere in that neighborhood, and that his object in remaining so long behind the island was to give them time to enter their port in ignorance of his being in the neighborhood.

Or the French privateers that a little later, about 1797-98, preyed upon our commerce? And the hatred of France which many Americans felt and expressed at that time?
