Owing to the difficulty of finding competent personnel, the inspection of the educational institutions has generally been perfunctory and the teachers have done pretty much as they pleased. Unfortunately the financial limitations of the country have not permitted the development of the schools in the measure desired.

In war, time is as vital a factor as any other: and the strategist, who, like Napoleon, can think faster and decide more quickly and accurately than his antagonist is, ceteris paribus, sure to win; and even if ceteris are not quite paribus, his superior quickness and correctness will overcome great handicaps in material and personnel, as the lives of all the great strategists in history, especially Alexander and Napoleon, prove convincingly.

Unfrocked priests, unsuccessful school-teachers, small bankrupt tradesmen, swell the ranks, the personnel of which is mainly composed of servants out of place or of provincials who have come to Paris to seek their fortune. These last come mostly from Normandy, Auvergne and Savoy; and it has been noticed that the Savoyards are the most sober and docile of all.
