The public interest did not receive so great damage from Octavius's unskillfulness in his management of affairs, as from his omitting needful measures, through too strict observance of the law. As when several advised him to make the slaves free, he said that he would not give slaves the privilege of the country from which he then, in defense of the laws, was driving away Marius.

The fierce assaults, the prolonged and cruel famine, the final destruction of a prosperous city by a fire which alone saved it from the looting of Octavius's soldiers, made a profound impression upon all Umbria. Her own home seemed to be physically darkened by evil memories. Her mind strayed morbidly in the shadows, forever picturing her brother's last hours in some fresh guise of horror.

The ships continued the combat until night, notwithstanding the betrayal of their cause by their commander. They were at length, however, subdued. The army, also, being discouraged, and losing all motive for resistance, yielded too. In a very short time the whole country went over to Octavius's side.
