The main objectives were the centre of the chemical industry at Mannheim and Frankfort; the iron and steel works at Briey and Longwy and the Saar Basin; the machine shops in the Westphalian district and the magneto works at Stuttgart; the submarine bases at Wilhelmshaven, Bremerhaven, Cuxhaven, and Hamburg, and the accumulator factories at Hagen and Berlin.

Sober second thought confirms most of us in the belief that the broad objectives of the National Recovery Act were sound. We know now that its difficulties arose from the fact that it tried to do too much.

The cavalry and demolition parties operating farthest south had to cover upwards of seventy miles in order to reach their objectives, and even those operating nearest home had over forty miles to go. Moreover, it was a dash right into the midst of the enemy's country with Beersheba almost at our backs.

Following up the advantage thus gained the French carried German positions beyond their objectives to a depth of 2,000 yards on both sides of the road between Esnes and Malancourt. In its assistance to industry, the Department of Commerce will concentrate its efforts on these primary objectives: Promotion of a large and well-balanced foreign trade; provision of improved technical assistance and management aids, especially for small enterprises; and strengthening of basic statistics on business operations, both by industries and by regions.
