That which most largely engaged popular attention at the outset was the increased representation which the South was to secure by the manumission of the negroes. In the original Constitution only three-fifths of the slaves were permitted to be enumerated in the basis of apportionment.

Stevens was the first to state in detail the effect which might be produced by the manumission of the slaves upon the Congressional representation of the Southern States.

Lafayette, a promoter of the emancipation and improvement of the colored people, and a member of the New York Manumission Society, visited these schools in 1824 on his return to the United States. He was bidden welcome by an eleven-year-old pupil in well-chosen and significant words.

With respect to the abolition of slavery, it requires the utmost consideration. The property of the Southern States consists principally of slaves. If they mean to do away slavery altogether, this property will be destroyed. I apprehend it means to bring forward manumission. If we must manumit our slaves, what country shall we send them to?

Put to shame by this noble example of the Catholics, the English colonists had to find a way to overcome the objections of those who, granting that the enlightenment of the slaves might not lead to servile insurrection, nevertheless feared that their conversion might work manumission.

But liberty being a boon beyond price, for which very reason the power of manumission was denied by the older law to owners under twenty years of age, we have as it were selected a middle course, and permitted persons under twenty years of age to manumit their slaves by will, but not until they have completed their seventeenth and entered on their eighteenth year.
