The reason for the importance of the system of land tenure in the social conditions of Ireland is to be found in the manner in which the restrictions on Irish commerce in the seventeenth and eighteenth centuries drove the population to secure a livelihood in the only direction left open to them namely, agriculture.

Not many years ago a very prosperous manufacturing company was doing business in a thriving American village, giving employment to fifteen hundred men and women, many of whom had purchased homes, in the expectation of having permanent occupation and livelihood. The fact that we have made good cooks, good waiters, good barbers, and white-washers, induces the belief that we may excel in higher branches of industry. One thing is certain; we must find new methods of obtaining a livelihood, for the old ones are failing us very fast.
