It would be palpably indiscreet and vain to say that outdoor work in excessive heat involves no discomfort, but it may be truthfully asserted that midday suspension therefrom, though pleasant, is not absolutely necessary, at any rate where the environment is such as this.
The culture of the racial life is the vital industry of any people, and any industry that involves its destruction and needs the conditions which make up that destruction, is one which the country cannot afford, whatever its merely monetary balance-sheet. A complete balance-sheet, with its record of children slain, would only too readily demonstrate this.
Likewise one may say that the consequent, or final and total, divine will tends towards the production of as many goods as can be put together, whose combination thereby becomes determined, and involves also the permission of some evils and the exclusion of some goods, as the best possible plan of the universe demands.
Such definite embodiment is, however, rare in religious history, probably, as is suggested above, because it involves a large generalization and a more or less distinct symbolism. The first movement in this direction may have been naïvely sensuous; later, as is remarked above, the symbolic conception became predominant.
A right to impose duties to be paid by all persons passing a certain road, and on horses and carriages, as is done by this bill, involves the right to take the land from the proprietor on a valuation and to pass laws for the protection of the road from injuries, and if it exist as to one road it exists as to any other, and to as many roads as Congress may think proper to establish.
The day, the month, goes by, unrelenting. It may be shattered with feeble and inexpressive demands, but all the same it is gone, and it is unreturning.
