On came the hunt, with its echoes rising and falling with the wind or the inequalities of the ground, until it burst deep- mouthed and hoarse over the brow of the hill that sloped to the stream. Then there were confused sounds, both of the dogs and of men's voices, which gradually approached until there was a pause, caused undoubtedly by a colloquy with Aunt Sheba and her associate washerwomen.

The doctor was delighted to tread on solid ground once more; the travellers had only a hundred more miles to go before reaching Belcher Cape; but the trouble of walking increased on this rocky soil, full of inequalities, crevices, and precipices; they were obliged to plunge into the interior of the land and climb the high cliffs on the coast, across narrow gorges, in which the snow was piled up to a height of thirty or forty feet.

To efface superiority, such men pretend to unify manners, customs, and situations. All despotisms but that exercised by themselves seem odious. Not being able to avoid the natural inequalities, they deny them. The second Declaration of Rights, that of 1793, affirms, contrary to the evidence, that ``all men are equal by nature.

In the midst of a lively discussion of this pessimistic view of the inequalities of life, in which desert and capacity are so often put at disadvantage by birth in beggarly conditions, and brazen assumption raises the dust from its chariot wheels for modest merit to plod along in, the Professor swung himself off his horse to attack a blackberry bush, and the Friend, representing simple truth, and desirous of getting a wider prospect, urged his horse up the hill.

That these inequalities are observable, and that they are the work of God, will be acknowledged by all who believe the being of a God, and his providential government. If any are disposed to call these in question, we turn from them. To reason with them would be in vain. "That which may be known of God is manifest in them; for God hath shewed it unto them.

We will begin with the third of these kinds of evil, because it is evils of power specially that Socialism and Anarchism have sought to remedy. Their protest against Inequalities of wealth has rested mainly upon their sense of the evils arising from the power conferred by wealth. This point has been well stated by Mr. G. D. H. Cole:

The market in which he sells is "rigged" by the miserable inequalities produced by the robbery of the system of Capital and Wages. It is this system, therefore, which we must be resolute in getting rid of, if we are to attain to happy and useful work for all.

Reluctantly Timmendiquas, Thayendanegea and the Mohawks, Senecas, and Wyandots, who were most strenuous in the conflict, gave ground. Yet the battlefield, with its numerous trees, stumps, and inequalities, still favored them. They retreated slowly, firing from every covert, sending a shower of bullets, and now and then tittering the war whoop. Henry heard a panting breath by his side.

Must the two principles, then, always conflict? No; but 'time is the only mediator. The law may help to accumulate inequalities; but in a prosperous state there is a 'continual progress towards equality. The law has to stand aside; not to maintain monopolies; not to restrain trade; not to permit entails; and then property will diffuse itself by a natural process, already exemplified in the growth of Europe.

By an examination of that table it will be perceived that in the distribution of a surplus of $30,000,000 upon that basis there is a great departure from the principle which regards representation as the true measure of taxation, and it will be found that the tendency of that departure will be to increase whatever inequalities have been supposed to attend the operation of our federal system in respect to its bearings upon the different interests of the Union.
