It was playing such things as "Tommy Atkins" and "You Can Depend on Young Australia," and many others of which I do not know the words, but I should think they would be "John, Pat, and Mac, With the Union Jack," or that fine though unwritten poem, "Wait till the Bull Dog gets a bite of you." Now, I for one detest Imperialism, but I have a great deal of sympathy with Jingoism.

The new legend is enforced wherever feasible for instance, by means of a new set of festivals celebrating Imperial official events. But the schools are the great strongholds of the new propaganda. History is so taught to the young as to focus everything upon Imperialism, and to diminish as far as possible the contrast between ancient and modern conditions.

But an examination of early Victorian imperialism demands, as a first condition, the dismissal of such prejudices and misjudgments as are implicit in recent terms like "Little-Englander" and "Imperialist."

If imperialism should leave no room for a "white" policy, then Australia and Canada must throw off the burdensome fetters which threatened to hand over the white man under the Union Jack, bound hand and foot, to the Mongolians. It was not easy to come to such a decision, and it was months before it was finally reached.

And suddenly we become aware of the tapping of picks not our own, and encounter midway the tunnel which the Party of Imperial Reconstruction have driven through from the other side. Here are all the materials for a tableau. Justice falls on the neck of expediency. Imperialism recognises in nationality no rebel but a son of the house. Toryism rubs its eyes, and finds that it is Home Rule.

The modern patriotism included the ancient piety without disturbing it; the rococo city remained ecclesiastical through its new imperialism, and kept the stamp given it by the long rule of the prince-bishops under the sovereignty of its King and the suzerainty of its Kaiser.

This was what made the rise of the German dominion a terrible portent in the history of European imperialism.

The old politician would have said, "It would be a good thing if there were a Republican Federation dominating the world." But the modern politician does not say, "It would be a good thing if there were a British Imperialism dominating the world." He says, "It is a good thing that there is a British Imperialism dominating the world;" whereas clearly there is nothing of the kind.

It would be in the state of ancient Babylon or Persia when those empires fell. There is another side to imperialism besides dreaded anarchies. Moreover, the whole progress of civilization has been counter to it. The fiats of eternal justice have pronounced against it, because it is antagonistic to the dignity of man and the triumphs of reason.

Do you believe that we thinking Germans would ever, without saying or doing anything, observe an alliance of our Government, whose goal was the strengthening of imperialism and the subjugation and destruction of a cultured power, such as France or England? Never!
