The attempt to remove the President from office was the only part of the radical program that failed, and this by the narrowest of margins. During the spring and summer of 1866, there was some talk among politicians of impeaching President Johnson, and in December a resolution was introduced by Representative Ashley of Ohio looking toward impeachment.

My father, who knew nothing of this essay until it was finished, was well satisfied, and, as I learnt from others, even pleased with it; but, perhaps from a desire to promote the exercise of other mental faculties than the purely logical, he advised me to make my next exercise in composition one of the oratorical kind; on which suggestion, availing myself of my familiarity with Greek history and ideas, and with the Athenian orators, I wrote two speeches, one an accusation, the other a defence of Pericles, on a supposed impeachment for not marching out to fight the Lacedemonians on their invasion of Attica.

It is remarkable, that the historian who expresses himself in these terms, was himself chairman of that committee which conducted the impeachment against this unfortunate statesman.

Gungadhura made a motion as if to interrupt, but thought better of it. "In the circumstances I have the honor to advise Your Highness that the wisest course, and the only course that will avoid impeachment, is abdication."

A more wholesale impeachment of human veracity and a more brutal indignity offered to human nature could scarcely be imagined. Reason never argued thus; the heart has reasons which the reason cannot comprehend. Truth to be loved needs only to be seen. Adversely, it is the case with falsehood.

Without an act, or the shadow of an act, that could be called time-serving, he laid himself out to conciliate the king, and to propitiate Parliament; with a dignified prudence which, while it seemed above petty pique, was well calculated to remove the appearance of that disaffection with which he was charged, and discriminated justly between the king and the new administration, he lent his talents to the assistance of the monarch by whom his impeachment was already resolved on, and aided in the settlement of the civil list while he was in full expectation of a criminal accusation.

Stanton from the War Office, the proceedings of the trial disclose no testimony of a sufficiently direct character for specification, except, possibly, a number of speeches delivered at different points by Mr. Johnson, which are set out in the Tenth Article of the Impeachment. As that Article was by unanimous consent abandoned and never put to vote, all its allegations logically fell as unproven.

Otherwise, too ready resort to impeachment must inevitably establish and bring into common use a new and dangerous remedy for the cure of assumed political ills which have their origin only in partisan differences as to methods of administration.

Afterward, when the impeachment was read, the phrase occurred, "Of all the people of England," when the same voice rejoined, "No not the half of them." The officers then ordered a soldier to fire into the seat from which these interruptions came.
