Prominent among those who helped to work out the plot were Mary Burton, a white servant of Hughson's, sixteen years of age; Arthur Price, a young white man who at the time of the proceedings happened to be in prison on a charge of stealing; a young seaman named Wilson; and two white women, Mrs. Earle and Mrs. Hogg, the latter of whom assisted in the store kept by her husband, Robert Hogg.
The commotion of 1741 was a panic among the whites of high and low degree, prompted in sequel to a robbery and a series of fires by the disclosures of Mary Burton, a young white servant concerning her master John Hughson, and the confessions of Margaret Kerry, a young white woman of many aliases but most commonly called Peggy, who was an inmate of Hughson's disreputable house and a prostitute to negro slaves.
It is a little singular that while she corroborated Mary Burton's statement as to the existence of a conspiracy, she located the seat of it not in Hughson's tavern, but in a miserable shanty near the Battery, kept by John Romme, who, she said, had promised to carry them all to a new country, and give them their liberty, if they would murder the whites and bring him the plunder.
