Herodotus lays stress upon the same detail in his description of the way in which the walls of Babylon were built: "As they dug the ditches they converted the excavated earth into bricks, and when they had enough, they burnt them in the kiln. Finally, for mortar they used hot bitumen, and at every thirty courses of bricks they put a layer of reeds interlaced."

It might have been concluded, from the mere statement of Herodotus, that Assyria existed before the time of which he spoke, since an empire can only be formed by a people already flourishing. Assyria as an independent kingdom is the natural antecedent of Assyria as an Imperial power: and this earlier phase of her existence might reasonably have been presumed from the later.

Babylon, however, during its brief dominion, after having been subject to Assyria for seven hundred years, reappeared in unparalleled splendor, and was probably the most magnificent capital the ancient world ever saw until Rome arose. Even after its occupancy by the Persian monarchs for two hundred years, it called out the admiration of Herodotus and Alexander alike.

We find it going on when Herodotus wrote his History, and the historians of the nineteenth century will have to continue writing of the actions of the parties to it. There seems never to have been a time when it was not old, or a race that was not engaged in it, from the Tartars, who cook their meat by making saddle-cloths of it, to the Sybarites, impatient of crumpled rose-leaves.

He hurriedly passed along the way he had come, almost disappearing from Herodotus' story. Mardonius accompanied him to Thessaly and Macedonia; he sent Alexander, King of the latter country, as an envoy to Athens, offering to rebuild the temples and restore all property in exchange for an alliance. Hearing the news the Spartans in fear for themselves sent a counter-embassy.

Against this supposition Herodotus found more numerous and more satisfactory reasons even than he had advanced against the others. In the first place the river came from the south a direction in which the heat increased in intensity with every league, as far as travelers had explored it; and beyond those limits, they supposed that the burning sun made the country uninhabitable.

Herodotus tells us that, when Phyrnichus produced his tragedy on the fall of Miletus, they fined him in a penalty of a thousand drachmas for torturing their feelings by so pathetic an exhibition. They did not regard him as a great artist, but merely as a man who had given them pain.

"When the Persians," says Herodotus, "saw the Athenians running down on them, without horse or bowmen, and scanty in numbers, they thought them a set of madmen rushing upon certain destruction." They began, however, to prepare to receive them and the Eastern chiefs arrayed, as quickly as time and place allowed, the varied races who served in their motley ranks.

The sagacity of the Athenians was already so acute, and the artifice appeared to Herodotus so gross, that the simple Halicarnassean could scarcely credit the authenticity of this tale.
