The greater part of such land passed to the Republic as successor to the Spanish crown, another portion was added in 1844 by the confiscation of property belonging to Haitians, but no attempt has ever been made to survey or even to list state lands.

The altar at the head of the nave is beautifully inlaid with wrought silver and is surmounted by the coat of arms of Spain placed there by order of Charles V, a relic of Spanish days which was hidden away while the Haitians were in possession of the city.

With the unexpected arrival of thousands of Cubans and Haitians who sought refuge in our country last year, outside of our regular immigration and refugee admissions process, our country and its government were tested in being compassionate and responsive to a major human emergency. Because we had taken steps to reorganize our refugee programs, we met that test successfully.

For several years Santana had become jealous of the extension of Baez' influence and wrathful at the independent spirit displayed by his former protege. This vicious taste was held to absolve the Spaniards from all the considerations of policy and mercy which the Dominicans pressed upon them in the case of the more graceful and amiable Haitians.

Without precise knowledge of who and what are to be stunned, this example will not work. It is based on imposing Shock and Awe through a show of force and indeed through deception, misinformation, and disinformation and is different from the U.S. intervention in Haiti in 1995. In the early 1800s, native Haitians were seeking to extricate their country from French control.

These, the natives of Haiti had told him, were full of gold; at least, that is how Columbus interpreted the signs the Haitians made when he asked for gold; and so, instead of hurrying to cheer up those forty men he left at La Navidad, he steered to a point considerably south of Haiti and reached the Caribbeans precisely; which, it will be seen, was a far greater test of nautical skill than merely to sail anywhere into the west, as he had done on the first voyage.
