The variations of the cephalic index are here of no great importance. The essential factor of the national consciousness resides in a certain common mode of conceiving the conditions of the social life. Belgium, the Abbé maintains, has found this national consciousness amid her sufferings; there are no longer any distinctions between French-speaking Belgians and Walloons or Flemings.

The English-speaking settlers of Upper Canada were too widely scattered, and the French-speaking citizens of Lower Canada were too ignorant of representative institutions, to act in groups or parties. Much turned in these early years upon the personality of the Governor. In several instances, the choice of rulers for the new provinces proved fortunate.

They are the conquest of England, and the founding of the kingdom of Naples and Sicily. The NORMAN INVASION. The duchy of Normandy had become very strong and prosperous, and, under the French-speaking Northmen, or Normans, had grown to be one of the principal states in Western Europe. The party opposed to the foreigners was led by Godwin, earl of the West Saxons.

Visits of mere friendship and courtesy among sovereign princes were rare in those days. Such visits as those which William and Eustace of Boulogne paid at this time to this country were altogether novelties, and unlikely to be acceptable to the English mind. We may be sure that every patriotic Englishman looked with an evil eye on any French-speaking prince who made his way to the English court.

It is ever the ear that needs training more than the tongue, and in all likelihood he would not have caught the exact meaning of the words were it not for the hap of recent familiarity with the accents of all sorts and conditions of French-speaking folk. "Jimmy Devar!" he breathed, and his amazement lost him Marigny's muttered answer.

Few of them had dreamed of war, few had been trained even in militia musters; but in tens of thousands they volunteered. From French-speaking Canada the response was slower, in spite of the endeavors of the leaders of the Opposition as well as of the Government to encourage enlistment. In some measure this was only to be expected.

There was a Spanish gentleman who used to promenade the deck with a dignity worthy of the Cid Rodrigo, addressing everybody he met with the question, "Parlez-vous Francais, Monsieur?" and at the end of the voyage his stock of English only amounted to "Dice? Sixpence." One day at dinner this gentleman requested a French-speaking Californian to tell him how to ask for du pain in English.

Time he certainly did take, and plenty of it. We were, however, well treated, chiefly through the kindness of the French-speaking officer, Lieutenant Hishidi, with whom I struck up an acquaintance, he being in fact the only one of the gunboat's crew with whom I could converse. He caused a small separate cabin to be extemporized for myself and Lin Wong, and looked to our comfort in other ways.

But the Sindaco, the French-speaking Sindaco, understood me not in the least, and it seemed a wicked thing in me to expose him in his old age, so I waited till he spoke. He spoke a word common to all languages, and one he had just caught from my lips. 'Tourist-e? he said. I nodded. Then he told them to let me go.

Le coeur humain est un abime qui trompe tous les calculs. It is to be presumed that Colonel de Casimir met friends at the reception given by Governor Rapp in the great rooms of the Rathhaus. For there were many Poles present, and not a few officers of other nationalities. The army indeed that set forth to conquer Russia was not a French-speaking army.
