Meanwhile, the answer to the other question which we propounded above, "What direction would the reforms of the Assembly take?" had been supplied by the people at large. Ever since the assembling of the Estates-General, ordinary administration of the country had been at a standstill.

It will be recalled that financial confusion was the royal reason for summoning the Estates-General. And in the early days of the Assembly, the confusion became chaos: it was impossible to enforce the payment of direct taxes; indirect taxes were destroyed by legislative decree; and bankers could not be induced to make new loans.

In both these policies Richelieu was following the general traditions of the preceding century, essentially those of Henry IV, but to an exaggerated extent and with unparalleled success. Postponing consideration of general European affairs, let us first see what the great cardinal accomplished in France. First of all, Richelieu disregarded the Estates-General.

In a very striking and elaborate letter which he addressed from Middelburg to the estates-general, he insisted on the expediency of seizing the present opportunity in order to secure and to expand their liberties, and urged them to assert broadly the principle that the true historical polity of the Netherlands was a representative, constitutional government, Don John, on arriving at Luxemburg, had demanded hostages for his own security, a measure which could not but strike the calmest spectator as an infraction of all provincial rights.

By 1 July, 1789, the first stage in the Revolution was completed. The nobles and clergy were meeting with the commoners. The Estates-General had become the National Constituent Assembly. As yet, however, two important questions remained unanswered. In the first place, how would the Assembly be assured of National freedom from the intrigues and armed force of the court?

As to the matter of religion, he said he was willing to leave it to be settled by the estates-general; but doubted whether anything short of entire liberty of worship would ever satisfy the people.

The elections to the Estates-General were held in accordance with ancient usage throughout France in the winter of 1788-1789. Also, in accordance with custom, the electors were invited by the king to prepare reports on the condition of the locality with which they were familiar and to indicate what abuses, if any, existed, and what remedies, in their opinion, were advisable.

The parliament, in justifying its opposition, had declared that taxes in France could be laid only by the Estates-General. The people had almost forgotten the very name, and were entirely ignorant of what that body was, vaguely supposing that, like the English Parliament or the American Congress, it was in some sense a legislative assembly.

The financial and moneyed interests of the country were largely attracted to French Calvinism. The Huguenots, as the French Calvinists were called, were particularly strong in the law courts and in the Estates-General or parliament, and these had been the main checks upon royal despotism.

The country was powerful, rich, prosperous, and, for the time being, outwardly contented. So far as her form and spirit of government went, France by the middle of the seventeenth century was a despotism both in theory and in fact. Men were still living who could recall the day when France had a real parliament, the Estates-General as it was called.
