The proconsul’s absence from Carthage was both an encouragement and an excuse for delay; and hence it was that, though we are towards the middle of the year 250, and the edict was published at Rome at its commencement, the good people of Sicca had, as we have said, little knowledge of what was taking place in the political world, and whispered about vague presages of an intended measure, which had been in some places in operation for many months.

With the death of Simplicius and his six companions, who terminate the long list of Grecian philosophers, the golden chain, as it was fondly styled, of the Platonic succession was broken, and the Edict of Justinian imposed a perpetual silence on the schools of Athens.

These were the main provisions of this famous treaty, which was confirmed a few weeks afterwards by Philip, in a letter addressed to the states of Brabant, and by an edict issued at Madrid. It will be seen that everything required by the envoys of the states, at the commencement of their negotiations, had been conceded by Don John.

He, of course, denied any knowledge of the plot, and its proof rested therefore only on the assertion of the prisoners themselves, which, however, was circumstantial, voluntary, and generally believed! France, during the whole of this year of expectation, was ploughed throughout its whole surface by perpetual civil war. The fatal edict of June, 1585, had drowned the unhappy land in blood.

To check the mutinous disposition, or to weaken the influence of the vanquished tribes, an edict was promulgated by their Roman masters, forbidding circumcision, the reading of the Law, and the observance of the weekly Sabbath.

Until then monks had been free of taxation, as had millions of acres of land belonging to the temples and leased to tenants or some 150,000 temple slaves. Thus the edict of 843 must not be described as concerned with religion: it was a measure of compulsion aimed at filling the government coffers.

Just before the middle of the second century b.c. the Senate resolved: "Seeing that mention has been made of certain philosophers and rhetoricians, let Pomponius the praetor see to it, as he shall hold it to be for the public good, and for his own honor, that none such be found at Rome." Early in the first century the censors issued an edict forbidding certain Latin rhetoricians to teach.

Henry published the Edict of Nantes at Paris, April 13, 1598, and on the 2d of May following, concluded the treaty of France with Philip II. at Vervins, which closed the Spanish pretensions in France. However, fortune was against him and he submitted to Henry in February, 1598, with no good grace.

The Revocation struck with civil death the entire Protestant population of France. All the liberty of conscience which they had enjoyed under the Edict of Nantes, was swept away by the act of the King.
