The relative progress of the British Colonies and of the United States since the abolition of preference is some measure of the economic weakness of a political system which has no common trade policy. In any case the British Colonial system, as we have known it is inevitably moving towards its crisis. The conditions under which it originated are fast disappearing.

Explain, if you can, how a man of this stamp was led by his economic convictions to declare that the COMPLEX DATA of society are opposed to PURE SCIENCE.

Something to a like effect is to be said of other traits that go to make up the barbarian character. For the purposes of economic theory, these further barbarian traits may be taken as concomitant variations of that predaceous temper of which prowess is an expression. In great measure they are not primarily of an economic character, nor do they have much direct economic bearing.
