We shall not recommend their governments to undertake any reforms. France plays the part of protectress of nationalities; we are, and shall be, protectors of dynastic rights. Finally, England proposed a congress with a view to general disarmament. Piedmont, counting on the madness of her adversary, risked agreement with this plan. Austria gave a peremptory refusal to have anything to do with it.

It was further decided to give Shere Ali considerable pecuniary assistance, and presents of arms from time to time. The Ameer, while gratified at these results, wished us also to give a dynastic pledge as to his lineal descendants, which, however, was not acceded to.

These considerations may not satisfy all doubters as to the moral sufficiency of these motives that so suffice to decide the dynastic statesmen on their enterprise of aggression by force and fraud; but it should be evident that so long as these statesmen continue in the frame of mind spoken of, and so long as popular sentiment in these countries continues, as hitherto, to lend them effectual support in the pursuit of such Imperial enterprise, so long it must also remain true that no enduring peace can be maintained within the sweep of their Imperial ambition.

About the same time the historical or dynastic civilisation begins in Egypt, and some high authorities, such as Mr. Flinders Petrie, believe that the evidence suggests that the founders of this dynastic civilisation came from "the mountainous region between Egypt and the Red Sea." From the northern part of the same region, we saw, the ancestors of the Chinese set out across Asia.

The Turkish rule has been notably inefficient, considered as a working system of dynastic usufruct; whereas it is confidently expected that the corresponding German system would show quite an exceptional degree of efficiency for the purpose. This Turkish inefficiency has had a two-fold effect, which should not appear in the German case.

There is plenty of glamour about the most damnable crimes and hoggish meannesses, special and general, of the feudal and dynastic world over there, with its personnel of lords and queens and courts, so well-dress'd and so handsome. But the People are ungrammatical, untidy, and their sins gaunt and ill-bred.

Thus the national idea in Germany has been cramped, contorted, and perverted by the Prussian system and the dynastic frontiers. Had the dreams of 1848 been realised, there might have been no Franco-German War, no Alsace-Lorraine question, no war of 1914. And what of our third test of nationhood?

More particularly is there a well-kept limit of moderation on any work of indoctrination or intellectual guidance which this class may carry down among the people at large, dictated and enforced by dynastic expediency.

He began to realize here the fact which grew open him more and more that imperial Germany is not the effect of a popular impulse but of a dynastic propensity.

Our imagination is powerfully excited by the dumbness of that fate borne by one whose words never reached the outward air, whose thoughts could never be read on the hidden features; by the isolation of forty years secured by two-fold barriers of stone and iron, and she clothes the object of her contemplation in majestic splendour, connects the mystery which enveloped his existence with mighty interests, and persists in regarding the prisoner as sacrificed for the preservation of some dynastic secret involving the peace of the world and the stability of a throne.
