There is nothing in the arts or sciences, nothing in the broad field of athletics or physical culture, nothing in the wide world that requires physical development, in which the attempt is made to develop by direct effort as does the local-effort school.

The most important event of the time was, doubtless, the formation of the two great political parties which divided the nation, one led by Hamilton and the other by Jefferson. They were the natural development of the discussion on adopting the Federal Constitution.

"It is supposed that physiognomy is only a development of features already marked by nature. For my part, I should think that besides this development, the features of a man's countenance form themselves insensibly and take their expression from the frequent and habitual wearing into them of certain affections of the soul.

In these preposterous and unseemly tasks no care is taken to continue the mental development on lines which have been established by long use. Still less is there any effort to essay the development of the intelligence in ways which are clearly open to us, and which afford possibilities of lifting this species to a yet nobler companionship with our own kind.

Everything in Germany must be done systematically, and the system must be the result of development. But there is no use in having a system unless it is enforced otherwise it remains, like Social Democracy, a theory. Compulsion, therefore, is necessary, and the Government provides it through its official machinery and its police.

And what made this development the more significant was the fact that nearly all that the black belt produced was sold in Europe, while nearly all that the industrial belt produced was sold to the people of the United States, mostly to States which were not engaged in manufacturing at all. That Religion in all its successive forms, from the rudest Fetishism up to the sublimest Christian Monotheism, has been the natural and genuine product of human intelligence, working ever onward and upward to a still higher stage of development, that its existence was inevitable, and its influence, on the whole, highly beneficial, and that, even when it shall have passed away, society will still be largely indebted to it for the impulse, yet unspent, which it has imparted to the cause of civilization and progress, all this is admitted and even maintained by M. Comte, in direct and often derisive opposition to the theorists who once ascribed its origin to fraud, and its prevalence to priestcraft; nay, he elevates it to the rank of a primordial and indispensable element of human progress, a necessary and legitimate result of the great law of human development.
