We are systematically enhancing our ability to respond rapidly to non-NATO contingencies wherever required by our commitments or when our vital interests are threatened. The rapid deployment forces we are assembling will be extraordinarily flexible: They could range in size from a few ships or air squadrons to formations as large as 100,000 men, together with their support.

The enemy, if he advanced to the attack in this quarter of the field, would thus find ample protection during his march and deployment; and in case of reverse he would find a rallying-point in the North and Poffenberger's Woods, of which Hooker was already in possession.

There was no sign of crowding or confusion the only indication that there was anything unusual on, was the dust which could be seen here and there. The moves of the infantry began just as it was getting dusk, and long before dawn both the 60th and 74th Divisions had their two brigades on the line of deployment, which stretched southwards some three or four miles from the Wadi Saba.

As nearly all the hills here about are steeply terraced, that meant we could take no mules with us to our position of deployment, as it would have been hopeless to have them clattering about on the rocks in the dark, and would have been certain to give the show away.

Among the specific initiatives we are taking to help us respond to crises outside of Europe are: The development of a new fleet of large cargo aircraft with intercontinental range; the design and procurement of a force of Maritime Prepositioning Ships that will carry heavy equipment and supplies for three Marine Corps brigades; the procurement of fast sealift ships to move large quantities of men and material quickly from the U.S. to overseas areas of deployment; increasing training and exercise activities to ensure that our forces will be well prepared to deploy and operate in distant areas.

For sure there will be continuing pressure throughout the world to eliminate the presence of nuclear weapons in conjunction with efforts to halt the production, stockpiling, and deployment of chemical and biological weapons. It is likely that START II will be followed by START III and IV, as nations who claim ownership of nuclear weapons realize ownership has a high cost and marginal payoff.

Still, the members of the Vilnius Groups have misconstrued the signs of the gathering storm: the emerging European rapid deployment force and common foreign policy; the rapprochement between France and Germany at the expense of the pro-American but far less influential Britain, Italy and Spain; the constitutional crisis setting European federalists against traditional nationalists; the growing rupture between "Old Europe" and the American "hyperpower".

The heaviness of the atmosphere postponed daybreak to 4 A.M. A few moments previously General Wauchope had given the order for deployment on the prearranged plan one regiment moving ahead, two others to the right and left respectively, and a fourth forming in reserve.

An army frequently reaches the stage of strategic deployment direct from the mobilisation bases of its units, and on famous occasions its only real concentration has taken place on the battlefield. In Continental warfare, then, there is less difficulty in using the term to cover all three processes. Their tendency is always to overlap.

We particularly admired the conduct of those on board a disabled German light cruiser which passed down the British line shortly after the deployment under a heavy fire, which was returned by the only gun left in action. The conduct of the officers and men war entirely beyond praise.
