"As the wild tempest wakes the slumbering sea, Thou only teachest all that man can be!" We indulged in the above apostrophe to War in a Phi Beta Kappa poem of long ago, which we liked better before we read Mr. Cutler's beautiful prolonged lyric delivered at the recent anniversary of that Society.

The expected monopoly of the tobacco and indigo cultivation in the South would be promoted by excluding Negroes from the Northwest Territory and thus preventing its cultivation there. Dr. Cutler's influence aided by Mr. Grayson of Virginia was of much assistance. The philanthropic idea was not so prominent as men have thought.
