The steamer "Forward," bearing the San Salvador flag, landed 200 desperadoes at Guaymas, Mexico, in June, 1870, and these outlaws took possession of the custom-house. They forced the foreign merchants to furnish them with funds and goods, and compelled the United States' consul to supply coal for their vessel, their purpose being to become pirates on a large scale.

Beyond the town rose higher hills, well timbered with oaks and pines. "The flag was raised July 7, Forty-six, over this custom-house," stated Mr. Grigsby. "Commodore Sloat sent ashore 250 men from the flag-ship Savannah, and the ships Cyane, Warren and Levant, which he had in the bay; and Lieutenant Edward Higgins did the raising, at ten in the morning.

Besides these, there were also a custom-house, several banking-houses, and a school or college, all claiming to themselves the destruction of public works; but in them there was a plainness amounting almost to coarseness, and a general air of republicanism, by no means imposing.

To say nothing of the impolicy of our permitting the carrying trade and home market of such a country to pass out of our hands into those of a commercial rival, the Government, in the first place, would be certain to suffer most disastrously in its revenue by the introduction of a system of smuggling upon an extensive scale, which an army of custom-house officers could not prevent, and which would operate to affect injuriously the interests of all the industrial classes of this country.

And, indeed, the custom-house and passport regulations, as they exist in Italy, would be intolerable if there were not this facility of evading them at little cost. Such laws are good for nothing but to be broken. We now began to ascend again, and the country grew fertile and picturesque.

The custom-house officers were not far behind, and the character of the steamer was explained. There was no manifest, for there was no cargo to be invoiced. The principal officer was very minute in his inquiry, and not particularly courteous.

Next day Candish went ashore with thirty men, marching two miles into the woods, where he took a mestizo belonging to the custom-house of that town, having with him a considerable quantity of goods, both which and their master were carried to the ships.

The Danish troops, who occupied Cuxhaven, received orders to proceed to Bremerlehe, to favour the operations of the Westphalians and the Dutch. Meanwhile the English approached Cuxhaven, where they landed 3000 or 4000 men. The persons in charge of the custom-house establishment, and the few sailors who were in Cuxhaven, fell back upon Hamburg.

We must apply on a large scale the principle of collective production, give the State eminent domain over all capital! make each producer responsible, abolish the custom-house, and transform every profession and trade into a public function.
