Germany's road through Italy was traced by the mistaken policy of the French Government which, by a systematic endeavour to depreciate Italian consols and other securities, drove Crispi to Berlin, where his suit for help was heard, the Banca Commerciale conceived, and commercial arrangements concluded which opened the door to the influx of German wares, men and political ideals.

A court-martial sat to try Baratieri, nominally, but its sentence simply concealed all the facts and covered the responsibility, which there was good evidence to show was morally if not technically divided between Baratieri and certain parties in the court and army cliques more desirous of overthrowing Crispi than of securing a victory.

That no reason for the crisis existed was shown by the fact that the succeeding ministry adopted the identical measure on which Crispi was defeated.

That the occupation of Abyssinia had been a folly had always been the opinion of Crispi, who, in the outset, opposed it in a speech which proved a prophecy of all the disasters which followed; and on his return to power I very strongly, in one of the two cases in which I attempted to exercise any influence on him, urged him to withdraw from Africa, but the old man's patriotic pride was too intense for him to consent to an abandonment of an undertaking in which Italian blood had been shed.

The formal statement of Signor Crispi that the Triple Alliance was a great and solid fact would alone have led to some counter move; and all the proofs of the instability of French politics furnished by the Grévy-Wilson scandals could not blind Russian statesmen to the need of some understanding with a great Power .

I was cool enough to see that the key of the position was finance, for I knew that Crispi would make short work with the insurrection, and I knew also the full value of all the possible ministers of finance in the country, and their influence abroad.

Before this marriage, Crispi, the Italian premier, had tried to arrange for the young prince a match which might have some political significance, and to this end he collected the photographs of all the eligible princesses of Europe, put them together in a beautiful album, and told his young master to look them over and select a wife for himself.

The only way to prevent the actual dissolution of the empire was to renew the agreement in behalf of Austria by imperial warrant. Another country belonging to the Triple Alliance, Italy, was brought into trouble by the policy of extravagant expansion, pursued especially under the leadership of Crispi.
