To all interested in or concerned with this great industry, there is one thing to be remembered above all else study and test not only the mechanical construction and perfection of your product but know from every conceivable angle what the user or consumer is going to demand of it.

He liveth who protecteth himself by the knowledge that neither the consumer of straw and wood nor the drier of the dew burneth the inmates of a hole in the deep woods. The blind man seeth not his way: the blind man hath no knowledge of direction. He that hath no firmness never acquireth prosperity. Remembering this, be upon your guard.

'The expenses of production are in practice the norm of the fixing of the sale price in the great majority of cases, above all in a very narrow market, where competition is limited; moreover, they can, for reasons of public order, form the basis of a fixing that will protect the producer and the consumer against the disastrous consequences of constant oscillations.

But it departed radically from the English prototype in that instead of setting out to save money for the consumer, it primarily aimed to create a market for the productive establishments which were to follow. Consumers' cooperation was to be but a stepping stone to producers' self-employment.

And the Government must be in a position to take effective action at these danger spots. To that end, I recommend that the Congress enact legislation for the following purposes: First, to continue the power to control consumer credit and enlarge the power to control bank credit. Second, to grant authority to regulate speculation on the commodity exchanges.

It was the greater abundance of fruit and wine that caused the Italian poorer classes to look healthier than the German. In Germany, which taxed itself to give cheap beet sugar to the British consumer, the people paid 6d. a lb. for the little they could afford to use; and in Italy it was nearly 8d. a source of revenue to the Governments, but prohibitive to the poor.

*How Germs are Spread.*—Some of the more common methods by which the germs of disease are spread, and by so doing find new victims, are as follows: 1. By Means of Foods.—Foods, on account of the locality in which they are produced or the method of gathering or of handling-them, may become contaminated with germs, which are then transported with the foods to the consumer.

Grocers or clothiers are not able to combine with the same effect, for the consumer is far less dependent on local distribution for these wares. But wherever such retail combinations are possible they are found. Among large producers and large distributing agencies the same tendency prevails, especially in cases where the market is largely local. Free competition of prices among coal-owners or iron-masters gives way under the pressure of common interests, to a schedule of prices; competing railways come to terms. Even among large businesses which enjoy no local monopoly, there are constant endeavours to maintain a common scale of prices. This condition of loose, irregular, and partial co-operation among competing industrial units is the characteristic condition of trade in such a commercial country as England to-day. In the United States, and, in a less marked degree, at home, an army of middlemen between the producer and the consumer attends to this business for a share of the profits accruing from it, whilst in many parts of the Continent the farmers themselves attend, partially at any rate, to the business side of their industry instead of paying others to do it all for them.

A special profit of four hundred per cent. in a society composed of say a million of men represents four ten-thousandths for each individual; while a loss to the consumer of thirty-three per cent. means a social deficit of thirty- three millions.
