And more importantly, tonight, America our beloved country is at peace. Our earliest national commitments, modified and reshaped by succeeding generations, have served us well. But the problems that we face today are different from those that confronted earlier generations of Americans. They are more subtle, more complex, and more interrelated.
One of my major commitments has been to restore public faith in our Federal government by cutting out waste and inefficiency. In the past four years, we have made dramatic advances toward this goal, many of them previously considered impossible to achieve. Where government rules and operations were unnecessary, they have been eliminated, as with airline, rail, trucking and financial deregulation.
The first obligation of the Government to agriculture for the reconversion period is to make good on its price-support commitments. This we intend to do, with realistic consideration for the sound patterns of production that will contribute most to the long-time welfare of agriculture and the whole Nation.
This same insight is contained in another wise myth which has inspired morality and religion in India from time immemorial: I mean the doctrine of Karma. We are born, it says, with a heritage, a character imposed, and a long task assigned, all due to the ignorance which in our past lives has led us into all sorts of commitments.
Above all, if we are to pay for our commitments abroad, we must expand our exports. Our businessmen must be export conscious and export competitive. Our tax policies must spur modernization of our plants our wage and price gains must be consistent with productivity to hold the line on prices our export credit and promotion campaigns for American industries must continue to expand.
Taking into account the tentative authorizations and expenditures estimated for the fiscal year 1947, and offsets of 3 billion dollars in war commitments of Government corporations, the cumulative authorized war and national defense program on June 30, 1947, will be 376 billion dollars; total expenditures, 354 billion dollars; and unexpended balances, 22 billion dollars.
I should not wish to propose or have representatives attend a conference which would contemplate commitments opposed to the freedom of action we desire to maintain unimpaired with respect to our purely domestic policies. Our country should also support efforts which are being made toward the codification of international law.
We shall be faithful to our treaty commitments, but we shall reduce our involvement and our presence in other nations' affairs. To insist that other nations play a role is not a retreat from responsibility; it is a sharing of responsibility. The result of this new policy has been not to weaken our alliances, but to give them new life, new strength, a new sense of common purpose.
The answers made to the committee by the jail officers, varied from two-thirds as the lowest, to nine-tenths as the highest; and, on taking the average of their figures, it gave seven-eighths as the proportion of commitments for crime directly ascribed to the use of intoxicating drinks!
The success of the Conference was due largely to Secretary Hughes who, though handicapped at every point by fear of the Senate and by the unfortunate commitments of President Harding during the last campaign, may be said on the whole to have played his hand reasonably well. Meanwhile we are still drifting, so far as a general European policy is concerned.
