A third plan which I suggested was, to open up portions of the "Fertile belt" to colonization from the United States. To offer homes, in a bracing, healthy country with fertile lands and long waterways to the multitudes of men and women in Ohio, Kentucky, Maryland, and many other States, who desired to flee from war and conflict; whose yearning was for settled government and peace.

For nearly three hundred years the island was neglected. During all that time it was used chiefly as a watering station for ships and as a penal colony. In 1815 it was thrown open to colonization, and land was given free to all Spaniards who went there to settle.

Finley was formerly one of the editors of the Western Medical Journal, at Cincinnati, and is well known in the west as utterly hostile to immediate abolition.

Much was said about Central America, but British Guiana and the West Indies proved to be the most inviting fields to the latter-day Negro colonizationists. This idea was by no means new, for Jefferson in his foresight had, in a letter to Governor Edward Coles, of Illinois, in 1814, shown the possibilities of colonization in the West Indies.

After all his wild and varied experience he was now only in his thirty-seventh year, but he does not seem to have gone on any more voyages. The remaining sixteen years of his life were spent quietly in England in writing books, publishing maps, and otherwise stimulating the public interest in the colonization of the New World. In this opinion, however, the bold explorer was mistaken.

Champlain accompanied M. de Monts to Canada, and passed three whole years, whether in aiding by his counsels and his exertions the efforts of colonization, or in exploring the coasts of Acadia, the bearings of which he took beyond Cape Cod, or in making excursions into the interior and visiting the savage tribes which it was important to conciliate.

To carry out the plan of colonization may involve the acquiring of territory, and also the appropriation of money beyond that to be expended in the territorial acquisition.
