I certainly have no objections to our minister's making such representations as he can in favor of the release of citizens of the United States, although taken in actual war against Mexico, in association with Texian forces; but I am not prepared to go to war to obtain their liberation. I must first be permitted to ask how it is that these men happen to be in the streets of Mexico.

He can acquire no land within the city's territory, and what goods he brings with him are pretty much at the mercy of the first taker. Such, at any rate, is the theory of the 'law of citizens'. We need not, it is true, believe that it was logically formulated in primitive times and ruthlessly applied.

The state of peace and tranquillity now enjoyed by all the nations of the continent of Europe has its favorable influence upon our diplomatic and commercial relations with them. He was Mayor of Chicago when President Lincoln was assassinated, and I recall that he was at the station at the head of the committee when the funeral train arrived in Chicago. Actæon, as he contemplated the short, correct profile of the handsome youth, and the nervous vivacity of his body, was reminded of the apprentices to the sculptors at Athens, artistic youths who in the broad glare of day, before returning to the studios, scandalized the well-behaved citizens by their frolics in the promenade of the Cerameicus.

The income that remained to him being sufficient for him and his family to live on comfortably, he began to devote most of his time to various societies of a semipublic nature until in the spring of which I write his activities suddenly became concentrated in the organization of a "Citizens Union," whose avowed object was to make a campaign against "graft" and political corruption the following autumn.
