In 1833 to 1835 the Choctaws and Chickasaws of Mississippi were defrauded of their best lands and carried forcibly to the new Indian country; but the most arbitrary part of the governmental policy was the expulsion of the Cherokees from their beautiful hills in northern Georgia.

Returning, halted by a camp of Choctaws, consisting of a dozen huts, about which crawled or ran as many children of all ages, looking remarkably healthy and well-formed.

Should the agreement between the Choctaws and Chickasaws be ratified by Congress and should the other Tribes fail to make an agreement with the Commission, then it will be necessary that some legislation shall be had by Congress, which, while just and honorable to the Indians, shall be equitable to the white people who have settled upon these lands by invitation of the Tribal Nations. Hon.

The surplus lands to which this claim would attach in the Kiowa and Comanche Reservation is 2,500,000 acres, and at the same rate the Government will be called upon to pay to the Choctaws and Chickasaws for these lands $3,125,000. This sum will be further augmented, especially if the title of the Indians to the tract now Greet County, Tex., is established.

To the Senate and House of Representatives of the United States: The Choctaws, being indebted to their merchants beyond what could be discharged by the ordinary proceeds of their buntings, and pressed for payment, proposed to the United States to cede lands to the amount of their debts, and designated them in two different portions of their country.

In a special message to this Congress at the last session, I stated the reasons why I had not approved the deed for the release to the United States by the Choctaws and Chickasaws of the lands formerly embraced in the Cheyenne and Arapahoe Reservation and remaining after allotments to that tribe.

So fearless were the Shawnees that once a great band of them, detaching from the main tribe, had crossed the Ohio and had wandered all the way through the southern country, fighting Chickasaws, Creeks, and Choctaws, until they reached the sea, more than a thousand miles from their old home.

The Chickasaws, however, refused to agree to its terms, and as they have a common interest with the Choctaws in the lands of said Nations, the agreement with the latter Nation could have no effect without the consent of the former. On April 23, 1897, the Commission effected an agreement with both tribes the Choctaws and Chickasaws.

Still, by cutting down cottonwood-trees, and letting the animals browse on the small soft branches, we managed to keep them up till, finally even this wretched food beginning to grow scarce, I had all except a few of the strongest sent to Fort Arbuckle, near which place we had been able, fortunately, to purchase some fields of corn from the half-civilized Chickasaws and Choctaws.

If you will not believe what I say, and imagine that the French are able to supply you with the necessaries which you want, you will be deceived, for they themselves are starving, and so much undone that they cannot furnish a blanket or a gun to the Choctaws, much less to you, who are removed at so great a distance from them.
