It was on a Sabbath afternoon that a band of Choctaws having just played a game of racquette behind the city and a similar game being about to end between the white champions of two rival faubourgs, the beating of tom-toms, rattling of mules' jawbones and sounding of wooden horns drew the populace across the fields to a spot whose present name of Congo Square still preserves a reminder of its old barbaric pastimes.

At noon we overtook a party of boatmen from the Ohio, tall men they were, with beards, and dark and dirty as Indians, and we kept company with them through the country of the Chickasaws and the Choctaws until we came to a high bluff, and saw the Mississippi before us, brown and full and marked with drifting trees, and up the river the white houses of Natchez.

It will be seen by referring to the report of the Commissioner of Indian Affairs that the most sanguine expectations of the friends and promoters of this system have been realized. The Choctaws, Cherokees, and other tribes that first emigrated beyond the Mississippi have for the most part abandoned the hunter state and become cultivators of the soil.

I desire further to call the attention of Congress to the fact that the recent agreement concluded with the Kiowas and Comanches relates to lands which were a part of the "leased district," and to which the claim of the Choctaws and Chickasaws is precisely that recognized by Congress in the legislation I have referred to.

Constant efforts are made to break the force of such comparisons as these, by asserting that the progress of the Indian Territory in industry and the arts of life is due to white men incorporated with the Creeks, Cherokees, and Choctaws.

Negotiations are now depending with the tribes in the Illinois Territory and with the Choctaws, by which it is expected that other extensive cessions will be made. I take great interest in stating that the cessions already made, which are considered so important to the United States, have been obtained on conditions very satisfactory to the Indians.

At the last session I had the happiness to announce that the Chickasaws and Choctaws had accepted the generous offer of the Government and agreed to remove beyond the Mississippi River, by which the whole of the State of Mississippi and the western part of Alabama will be freed from Indian occupancy and opened to a civilized population.

In the same spirit he animadverted upon a monopoly from which he was excluded in common with the traders in general, and which had been granted to a mercantile company seeking to establish posts among the Choctaws.

Her eastern territory was exposed to the inroads of the Creek Indians, a large and warlike tribe, who were hostile to the United States, and were in league with the English, and being armed by them. The Choctaws and Chickasaws were on her northern frontier, and were threatening. An invasion by the way of New Orleans by English troops was hourly expected.

Should the agreement between the Choctaws and Chickasaws be ratified by Congress and should the other Tribes fail to make an agreement with the Commission, then it will be necessary that some legislation shall be had by Congress, which, while just and honorable to the Indians, shall be equitable to the white people who have settled upon these lands by invitation of the Tribal Nations. Hon.
