To the Senate of the United States: I lay before the Senate, for their advice and consent, the several treaties which have recently been made with the Chickasaws, the Quapaws, the Wyandot, Seneca, Delaware, Shawnese, Potawatamies, Ottawas, and Chippewas, the Peoria, Kaskaskias, Mitchigamia, Cahokia, and Tamarois, the Great and Little Osages, the Weas, Potawatamies, Delaware and Miami, the Wyandot, and the four Pawnees tribes of Indians.
The French, it is true, made allies of the Shawanoes, the Delawares, the Choctaws, and a strong faction of the Creeks; and they finally won over the Cherokees after courting them for more than twenty years. But the Creeks in part, the powerful Chickasaws, and the Iroquois Confederacy, or Six Nations, remained loyal to the English.
The result justified his predictions; the young men, having no other foe, at once took to ravaging the settlements. It soon became evident that it was hopeless to expect the Creeks to behave well to the whites merely because they were themselves well treated, and from that time on the English fomented, instead of striving to put a stop to, their quarrels with the Choctaws and Chickasaws.
They passed even to the Choctaws and Chickasaws, crossing the rivers by portable boats of skin, and sometimes taking up a permanent abode among the Indians. Virginia and Carolina traders were not on good terms with each other, and Governor Spottswood frequently made complaints of the actions of the Carolinians.
The surplus lands to which this claim would attach in the Kiowa and Comanche Reservation is 2,500,000 acres, and at the same rate the Government will be called upon to pay to the Choctaws and Chickasaws for these lands $3,125,000. This sum will be further augmented, especially if the title of the Indians to the tract now Greet County, Tex., is established.
The Choctaws, numbering twenty-one thousand, and the Chickasaws, numbering thirty-six hundred, together held upwards of sixteen million acres in Mississippi approximately the northern half of the State and a million and a quarter acres in western Alabama.
The divided condition of the Creeks, some of whom wished to carry out in good faith the treaty of New York, while the others threatened to attack whoever made any move towards putting the treaty into effect, puzzled Carondelet nearly as much as it did the United States authorities; and he endeavored to force the Creeks to abstain from warfare with the Chickasaws by refusing to supply them with munitions of war for any such purpose, or for any other except to oppose the frontiersmen.
Still, by cutting down cottonwood-trees, and letting the animals browse on the small soft branches, we managed to keep them up till, finally even this wretched food beginning to grow scarce, I had all except a few of the strongest sent to Fort Arbuckle, near which place we had been able, fortunately, to purchase some fields of corn from the half-civilized Chickasaws and Choctaws.

Robertson got the Choctaws to interfere on behalf of the Chickasaws and to threaten war with the Creeks if the latter persisted in their hostilities.
