The surface of the island is but little higher than the sea, and it is surrounded by a small dike which does not suffice to protect it from inundation. The houses are built upon eight small artificial elevations, and form as many boroughs, one of which the one which has the church is the capital, and another the cemetery.

Then was a roar from our right like nothing that I had ever heard I pray that none may ever hear the like again and I turned and looked to see what was on hand, and I saw the Mercians going backward, and Streone's horse was heading away from the Danes; and then the men of the Five Boroughs howled and fell on Dane and Mercian alike, cursing and smiting like madmen.

"You might easily find some quiet little borough." "Quiet little boroughs have usually got their own quiet little Members," said Grey. "They're fond of change; and if you like to spend a thousand pounds, the thing isn't difficult. I'll put you in the way of it." But Mr Grey still declined.

Although Lord John supported the amended bill on the principle that half a loaf is better than no bread he at the same time announced that 'in a future session he proposed to call attention to the claims of large towns to send members to this House. He was determined to do all in his power to deprive what he termed the 'dead bones of a former state of England' of political influence, and to give representation to what he termed the 'living energy and industry of the England of the nineteenth century, with its steam-engines and its factories, its cotton and woollen cloths, its cutlery and its coal-mines, its wealth and its intelligence. Whilst the bill about Grampound was being discussed by the Lords he took further action in this direction, and presented four resolutions for the discovery and punishment of bribery, the disfranchisement of corrupt boroughs, and the enfranchisement of wealthy and populous towns.

It included many men of great talents and great liberality, and through the county constituencies and the representatives of the chief towns educated public opinion was seriously felt within its walls; but the large majority of its members sat for nomination boroughs within the control of the government, and places and pensions were inordinately multiplied for the purpose of securing a majority.

Parliament adjourned over Christmas; and on the 1st of March 1831 Lord John Russell introduced the Reform Bill amidst breathless silence, which was at length broken by peals of contemptuous laughter from the Opposition benches, as he read the list of the hundred and ten boroughs which were condemned to partial or entire disfranchisement.

"It is well known," says he, "that in every quarter of the realm a great many boroughs do yet send burgesses to the parliament which nevertheless be so anciently and so long since decayed and gone to naught, that they cannot be showed to have been of any reputation since the Conquest, much less to have obtained any such privilege by the grant of any succeeding king: wherefore these must have had this right by more ancient usage, and before the Conquest, they being unable now to show whence they derived it."

It will be remembered how, after Clive had won Plassey, he came home full of riches and honours, obtained his peerage and bought his unique collection of rotten boroughs. He did not, however, remain long at home.

London stood first among English towns, and the privileges which its citizens won became precedents for the burghers of meaner boroughs. Even at the Conquest its power and wealth secured it a full recognition of all its ancient privileges from the Conqueror. In one way indeed it profited by the revolution which laid England at the feet of the stranger.

"See," continued Lumley, "I have calculated our resources as accurately as an electioneering agent would cast up the list of voters. In the Press, I have secured and , and in the Commons we have the subtle , and the vigour of , and the popular name of , and all the boroughs of ; in the Cabinet we have , and at Court you know our strength.
