The low birthrate of the classes upon whom the requirements of reputable expenditure fall with great urgency is likewise traceable to the exigencies of a standard of living based on conspicuous waste. The conspicuous consumption, and the consequent increased expense, required in the reputable maintenance of a child is very considerable and acts as a powerful deterrent.

It is quite true that in Ireland there has been no fall in the birthrate, and that the fall is but little marked in those Lancashire towns which possess a large Irish element. But in Belgium, Italy, Spain, and other mainly Catholic countries, the decline in the birthrate is duly taking place.

We need not worry therefore lest the race shall die, because of a decreasing birthrate as we see it on the physical plane. There are many other places and planes of consciousness. The stars and the planets are peopled.

France, which in many respects leads in the van of civilisation, has one of the lowest birthrates per woman in Europe; and among the free and enlightened population of Switzerland and Scandinavia the birthrate is often exceedingly low; while Ireland, one of the most unhappy and weak of European nations, had long one of the highest birthrates, without any proportional increase in population or power.

My own observations, corroborated by the opinions of many other observers, leads me to believe that the fecundity of the coloured people is neither greater nor less than that of other people white, black or yellow whose birthrate is not artificially restricted, and that their general physical constitution, when not undermined by disease or stunted by underfeeding, is as strong as that of any other human variety.

Marriage and the birthrate are seldom discussed to-day from the point of view of individual needs; but are almost always considered from the point of view of national and industrial efficiencies. To-day men and women are confronted by two tempters which constantly lure them away from the complete living of the family; one is work, and the other is comfort.
