It is exceedingly annoying, undoubtedly, to be placarded all over town as a liar or a donkey, a hypocrite or a sneak-thief. But although the effect is most unpleasant, very little ability is required to produce it. A little paper and printing, a little paste, a great deal of malice, and a host of bill-stickers are all that are needed, and even the pecuniary cost is not large.

It is true that now and then some gallant clerk replied to her application by a declaration of love. Chance had thrown into her hands one of those small handbills which bill-stickers paste upon the gutters, and in which workwomen are "wanted." Henceforth she spent her days in looking up these handbills, and in going to places from which they were issued.

There were many in Warsaw who looked on coldly at the proceedings. "There is a Governmental claque that starts all these demonstrations" said one of them. "You ought not to be deceived by that any more than by the new posters on the walls every day. Bill-stickers are sent out by the Government each night. The people do not paste up these posters themselves.

He kept an office for advertisers, counselling, designing, acting as middleman with printers and bill-stickers, for the inexperienced or the uninspired: the dull haberdasher came to him for ideas, the smart theatrical agent for his local knowledge; and one and all departed with a copy of his pamphlet: How, When, and Where; or, the Advertiser's Vade-Mecum.
