The reconstruction of the American Navy, which had attained such magnitude and played so important a part in the Civil War but which had been allowed to sink into the merest insignificance, was begun by William E. Chandler, the Secretary of the Navy under President Arthur. William C. Whitney, his successor under President Cleveland, continued the work with energy.

The Sabbaths of such men were days to be feared; their sanctuaries places without a gleam of sunshine. What wonder if the pulpit came under the yoke of bondage, or that, having been once enslaved, it should even now have hardly attained to perfect freedom?

I have at last attained the equanimity of mind necessary for philosophic thought. I wrote a complete chapter to-day. It is very wearisome, sitting in a chair. The weeks pass, the months come and go, the seasons change, the servants replace each other, while I remain. I only remain. It is a strange life I lead, but at least I am at peace. He comes no more. My opponent raised his pistol, waited for an instant, till the glove, having attained its greatest height, turned to fall again. Then click went the trigger the glove turned round and round half-a-dozen times, and fell about twenty yards off, and the thumb was found cut clearly off at the juncture with the hand.

The barbarous Bolsheviki raise the red flag of violence and threaten a war of classes throughout the world. You can never make a golden age out of leaden men, or a peaceful world out of lovers of strife. Where shall peace be found? How shall it be attained and safeguarded? Evidently the militarists have assaulted it with their doctrine that might makes right.

Security of tenure is amply attained in every part amongst the lower classes, and in their favour where leases do not exist, the tenant-right, and the system of terror, protects the occupier; and this tenant-right, or "good-will," is admitted to exist in every part of the country the only difference being found in the persons by whom it is paid, and the purposes to which it is appropriated.
