The treaty annexing Korea to the Empire of Japan, promulgated August 29, 1910, marks the final step in a process of control of the ancient empire by her powerful neighbor that has been in progress for several years past.

Whereas most people had virtually forgotten the Treaty of Berlin and had come to look on Austria as just as permanently settled in these two provinces as was Great Britain in Egypt and Cyprus, yet the formal breach of the stipulations of that treaty on Austria's part, by annexing the provinces without notice to or consultation with the other parties concerned, gave the excuse for a somewhat ridiculous hue and cry on the part of the other powers, and especially on that of Russia.

The Emperor, to whom all the Continent submitted, had recourse to no other formality for the purpose of annexing to the Empire the towns of Kehl, Cassel near Mayence, Wesel, and Flushing, with the territories depending on them. By one of these, dated 21st January 1808, the towns of Kehl, Cassel, and Wesel, with Flushing, all already seized, were definitely united to France.

Accordingly the people of the reservation refused to pay taxes to the town of Chelmsford until an act was passed legally annexing them to the town. The place was afterward known as East Chelmsford. The year 1729 is memorable for the great earthquake which occurred on October 29, and did considerable damage in the Merrimack valley.
