But just as Cartier's discovery of the St Lawrence led to the pursuit of the little beaver across a continent, so the Russians' discovery of Alaska and the Aleutian Islands led to the pursuit of the sea-otter up and down the North Pacific; led the way, indeed, to that contest for world supremacy on the Pacific in which the great powers of three continents are to-day engaged.

After a few years of conflict, peace was declared, and trade became prosperous. The Company occupied Russian America and the Aleutian Islands, and pushed its traffic to the Arctic Ocean. It established posts on the Kurile Islands, in Kamchatka, and along the coast of the Ohotsk Sea. It built churches, employed priests, and was quite successful in converting the natives to Christianity.

In 1894 an end was made to the dispute over the right of America to exclude other nations from taking the seals of the Aleutian Islands outside the three-mile limit. Canadian vessels had been seized and confiscated by America, and a state of high tension existed, which was relieved by a reference of the dispute to arbitration. This time the award was in favour of Canada.

Off the shores of the continent, reaching far off to the westward almost to the shores of Asia are vast fishing grounds, perhaps the greatest in the world. A great submarine plateau stretches along shore, past the Aleutian Islands and into Bering Sea. There are estimated to be forty thousand square miles of cod and halibut banks that are known to the surveys.

A permanent addition was made to the Aleutian group of Islands by the action of a submarine volcano in 1806. This new island has the form of a volcanic peak, with several subsidiary cones. It is four geographical miles in circumference.

There were no islands in any part of our course, and we found but a single shoal marked on the chart. We passed far to the north of the newly discovered Brooks Island, and kept southward of the Aleutian chain. Since my return to America I have read the account of a curious discovery on an island of the North Pacific.

Sea-otter were found and taken in thousands at Sitka Sound, in Yakutat Bay, Prince William Sound, Cook's Inlet, and all along the chain of eleven hundred Aleutian Islands to the Commander Group, off Kamchatka. Where they were found in thousands then, they are seen only in tens and hundreds to-day. Where they are in hundreds one year, they may not come at all the next, having been too hard hunted.

The Pacific Ocean is so vast, and the interests of the United States there will some day be so great, that the question of establishing naval bases, in addition to bases at Pearl Harbor, the Philippines, and Guam, will soon demand attention. The localities that are the most obvious are the Panama Canal Zone and the Samoan Islands in the south, and the Aleutian Islands in the north.

To be sure, on official investigation, Betshevin, the Siberian merchant, was subjected to penal tortures for this crime on his ship; and an imperial decree put an end to free trade among the fur hunters to America. Henceforth a government permit must be obtained; but that did not undo the wrong to the Aleutian Islanders.

Still, when we come to examine into the cases of recorded eruptions especially those of great violence we find that they are limited to very special districts; and even if we extend our retrospect into the later centuries of our era, we shall find that the exceptionally great eruptions have been confined to certain permanently volcanic regions, such as the chain of the Andes, that of the Aleutian, Kurile, Japanese, and Philippine and Sunda Islands, lying for the most part along the remarkable volcanic girdle of the world to which I have referred in a previous page.
