*1* MS. Life of Horry by himself, pp. 84-87. *2* MS. of Horry, p. 89. *3* Weems, speaking for Horry, tells us that he met with Captain Merritt after the war in New York, who recognized him, and told him that he had never had such a fright in all his life as upon that occasion.

He was soon launched, and as the little room filled, his pale and sunken cheeks grew red with excitement, his tongue was unloosed, and he poured out a continuous stream of blasphemous ribaldry such as would have shocked the ears of a revolutionist of the year '89 or of a pétroleuse of the nineteenth century. Iung looks on Salicetti as acting as the protector of the Bonapartes; but Napoleon does not seem to have regarded him in that light; see the letter given in Tunot, vol. i. p. 106, where in 1795 he takes credit for not returning the ill done to him; see also the same volume, p. 89.

Madison in the Congress of '89, an extract from which has been given on a preceding page, lays down the same principle; that though any matter "may be a local affair, yet if it involves national EXPENSE OR SAFETY, it becomes of concern to every part of the union, and is a proper subject for the consideration of those charged with the general administration of the government." Cong.

It has nothing in common with the absolutist States before or after '89. The individual in the Fascist State is not annulled but rather multiplied, just as in a regiment a soldier is not diminished, but multiplied by the number of his comrades.

So whether Praeneste received Roman citizenship in 90 or in 89 B.C. the spirit of her past history makes it certain that she demanded a clause which gave specific rights to the old federated states, such as had always been in her treaty with Rome.
