To the Senate of the United States: In answer to the Senate's resolution of the 3d instant, calling for information relative to a proposed tripartite convention on the subject of the island of Cuba, I transmit to the Senate a report from the Secretary of State and the papers which accompanied it. WASHINGTON, January 12, 1853.

Various pieces of information came in in addition to these. A National Guard, named Boillay de Dole, had formed one of the Guard at the Elysée, on the night of the 3d and 4th. The windows of Louis Bonaparte's private room, which was on the ground floor, were lighted up throughout the night. In the adjoining room there was a Council of War.

Granger visited him again on the 1st of August, and as the admiral then had reason to expect the last of his monitors by the 4th, that day was fixed for the attack and landing. Granger was up to time, and his troops were put ashore on the evening of the 3d; but the Tecumseh had not arrived from Pensacola.

Twenty-five men were employed for twenty years in its construction; it is composed of Florentine mosaic. This table did not strike me particularly; it appeared overloaded with ornament. Of the environs of Florence I only saw the Grand Duke's milk-farm, a pleasant place near the Arno, amid beautiful avenues and meadows. December 3d.

And the said powers were, by the said Warren Hastings, given by himself and the said Wheler, under the seal of the Company, on the 3d July, 1781. XVIII. That the said commission, delegating to him, the said Warren Hastings, the whole functions of the Council, is destructive to the constitution thereof, and is contrary to the Company's standing orders, and is illegal.

From our own Sixth corps, there were many killed and wounded, but compared with these others, the loss was slight. General Sickles had been wounded early in the fight, and suffered amputation of a leg. The morning of July 3d dawned brightly, and at once the rattle of musketry told of the renewal of strife.

About two o'clock in the morning of the 3d we were aroused by two officers and a company of soldiers, who had been sent with the materials for a civilized breakfast and a "masheela" to bring me to Tete. When I understood the errand on which they had come, and had partaken of a good breakfast, though I had just before been too tired to sleep, all my fatigue vanished.

It is also incumbent on Congress in guarding the pecuniary interests of the country to discontinue by such a law as was passed in 1812 the receipt of the bills of the Bank of the United States in payment of the public revenue, and to provide for the designation of an agent whose duty it shall be to take charge of the books and stock of the United States in that institution, and to close all connection with it after the 3d of March, 1833, when its charter expires.

The party which believed in the sincerity, the right, and the probable eventual success of the North. 2d. That which believed in the right of the North, but which doubted or disbelieved its sincerity, especially on the question of Slavery, or its eventual success, or both. 3d. That which cared only for the anti-slavery aspect of the contest. 4th.

The covering party of the second division consisted of 100 men of the 3d Buffs; the storming party, with ladders, of 160 of the 3d Buffs, supported by 260 of the 3d Buffs, 300 of the 41st, with 200 of the 62d, and 100 of the 41st. The rest of the second division were in reserve. The first and Highland divisions were to be formed in the third parallel.
