The document, as finally issued, is to be found in more publications than one, and may be referred to in Mr. Kirwan Browne's 'Annals of the Tractarian Movement, 3rd edition, p. 191. Its main significance is contained in Resolutions 5 and 6, which are given as follows, in a printed copy now before me:

Flavius Fimbria was the legatus of the consul L. Valerius Flaccus. It was equivalent to six Roman modii.

The receipts for 1890 were $16,030,923.79 and the expenditures $15,739,871 in excess of those of 1889. The customs receipts increased $5,835,842.88 and the receipts from internal revenue $11,725,191.89, while on the side of expenditures that for pensions was $19,312,075.96 in excess of the preceding year.

Has calculated that the Garrison is hardly third part of what it ought to be, 3,800 in whole, and many of them loose deserter fellows; special artillery-men, instead of about 400, only 191; most important of all, that Commandant Zastrow is no wizard in his trade; and, on the whole, that the Enterprise is likely to succeed.
