The International Conference for the purpose of promoting uniform legislation concerning letters of exchange, which was called by the Government of the Netherlands to meet at The Hague in September, 1909, has been postponed to meet at that capital in June, 1910. The United States will be appropriately represented in this Conference under the provision therefor already made by Congress.
CAMPAIGN. After the defeat of 1898 no amendment came before the Legislature for eleven years, nor was there any legislation on woman suffrage until a resolution to submit to the voters an amendment to the State constitution giving full suffrage was presented to the session of 1909. It was drafted by Senator George F. Cotterill of Seattle, a radical suffragist, after many conferences with Mrs.

Passing over von Sybel's considerable and popular history of the Revolution, we have Sorel's L'Europe et la Révolution française, more historical, more balanced than Taine's work, clear in style and in arrangement, but on the whole superficial in ideas and incorrect in details.
