The effect of the administration of this provision was that in 1890 only 8615 Negroes out of 147,000 of voting age became registered. South Carolina amended her constitution with similar effect in 1895. In this state the population was almost three-fifths Negro and two-fifths white.

+Uncontested Seats.+ At the 1895 election for the Imperial Parliament no less than 189 seats out of 670 were uncontested. Thus one-quarter of the people had no opportunity of expressing any opinion. In Australia the proportion is often quite as large. The present Legislative Council of Victoria is an extreme instance.
