The voter, in the seclusion of a booth at the polling-place, had to pick his party's candidates from the numerous columns. Indiana, in 1889, adopted a similar statute but the ballot had certain modifications to suit the needs of party orthodoxy. Here the columns represented parties, not offices. Each party had a column.

For some time it had been customary to pass special acts providing pensions for persons whose claims had already been rejected by the pension bureau as defective or fraudulent. So little attention was paid to private bills in Congress that 1454 of them passed between 1885 and 1889, generally without debate and often even without the presence of a quorum of members.

These included Brannan, who gathered large wealth, but who died, poor, in Mexico, in 1889. There might be speculation over what would have been the fate of the Mormon Church had Brannan's idea prevailed and the tide of the Nauvoo exodus continued to California. Probably the individual pilgrims thereby might have amassed worldly wealth.

In the middle of 1889 the French river steamer, Le Laokai, made the voyage from Hanoi to Laokai in sixty hours. From Yunnan City to Bhamo on the Irrawaddy, in British Burma, is a difficult journey of thirty-three stages over a mountainous road which can never by any human possibility be made available for other traffic than caravans of horses or coolies on foot.

In 1884, J. J. Montgomery, of California, designed a successful glider, and in 1889 Otto and Gustav Lilienthal made the most extended tests, in Germany, and became experts in handling gliders. Pilcher, in England, was the next to take up the subject, and in 1893 made many successful glides, all of the foregoing machines being single plane surfaces, similar to the monoplane.

Already we begin to hear from abroad and from our customhouses that the prohibitory effect upon importations imputed to the act is not justified. The imports at the port of New York for the first three weeks of November were nearly 8 per cent greater than for the same period in 1889 and 29 per cent greater than in the same period of 1888.

On the same day the legislature of Rhode Island "established a naval battalion to be attached to the Rhode Island militia." In New York, in 1889, a State Naval Militia of three battalions of naval reserve artillery and a naval reserve torpedo corps, to consist of not less than four companies to a battalion, was established.
